Finnish food company Raisio has completed a new laboratory building at its Nokia Mill in Finland, the latest addition to an investment programme totalling approximately €19 million since 2018. The facility, which cost around €1.5 million, was finished in spring 2026 and will support quality management and production development at the mill.

Nokia Mill produces all of Raisio’s flake products, along with rye and oat flours. The site supplies consumer products sold under the Elovena and Nalle brands, as well as grain-based ingredients for industrial and bakery customers. Through its Raisio Food Solutions division, the company exports gluten-free oat ingredients, including flakes, flours, groats, and bran, to international markets. Around 60 employees work at the site.
Capacity and capability built over eight years
The investments since 2018 have covered a range of upgrades at Nokia Mill. Between 2018 and 2019, production modernisation enabled the manufacturing of gluten-free oat products and oat fibre concentrates. A new packaging line followed in 2021, a production line for instant oat meal products was added in 2024, and further capacity increases were made in both 2022 and 2025.
Energy infrastructure was also overhauled approximately five years ago. A heating plant commissioned in 2021 uses oat husk, a side stream from the milling process, to generate heat and steam, reducing the mill’s reliance on external energy supply.
Oat demand and European market growth
The investment programme has been driven by rising international demand for gluten-free oat ingredients and healthy snack products. The European gluten-free products market was valued at approximately $2.8 billion in 2025, according to Grand View Research, and is projected to grow at a compound annual growth rate of over 10% through 2033. Oats, with their naturally gluten-free profile and functional properties like beta-glucan content, are a core raw material for this expanding category.
Noora Pöyhönen, Chief Business Officer of Raisio’s Breakfast, Snacking & Food Solutions business, said, “Oats are one of the most important growth categories in the European food market, and there is strong demand for Finnish oat expertise. The strategic importance of Nokia Mill to Raisio and to our Breakfast, Snacking & Food Solutions business has increased significantly in recent years. Through these investments, we have strengthened our capabilities to grow the business internationally.”
Elovena products have recently entered several new European markets, including Spain and the Netherlands.
