Black Sea Shipping Attacks Spread to Romania and Bulgaria, Deepening Wheat Export Crisis

19 October 2026, Romania: A wave of drone strikes on commercial vessels off Romania and Bulgaria this month has widened a shipping war that is strangling grain exports from both Russia and Ukraine, pushing NATO into direct involvement and keeping global wheat markets on edge.

In the most recent incident, the San Marino-flagged chemical tanker Wine Trader caught fire early on October 15 about 13 nautical miles southeast of Romania’s Sulina Canal, with seven of its crew still missing. A day earlier, the Comoros-flagged Yara J was hit near the same stretch of water. Romanian President Nicusor Dan said at an EU summit that “two drones hit them.” Rough seas held up the rescue effort, and Romania’s Interior Ministry sent two Black Hawk helicopters and two vessels with medical teams to the scene.

Those strikes followed an earlier sinking off Bulgaria’s coast on October 13, when the Guinea-Bissau-flagged cargo ship HS Dignity went down near the village of Krapets while sailing to the Romanian port of Braila, leaving 11 sailors missing. Bulgaria’s prime minister, Rumen Radev, called the attack “absolutely unacceptable” and said its outcome “benefits the Russian Federation,” though Bulgaria stopped short of formally blaming Moscow and instead summoned Russia’s ambassador. A week earlier, on October 6, drones struck two more vessels roughly 70 nautical miles off Bulgaria: the Togo-flagged Alfa Watan sank outright, and the Palau-flagged Able, which was carrying wheat, caught fire before its 18 crew were evacuated.

Attacks spread beyond the original front lines

Until recently, the fiercest attacks were concentrated on Ukrainian and Russian ports and on vessels directly serving them. The latest strikes near the Danube approaches to Romania and Bulgaria mark a geographic widening of the campaign, drawing concern from NATO. Secretary-General Mark Rutte met separately with Dan and Radev to discuss the attacks, and Bulgaria’s defence minister, Dimitar Stoyanov, has opened talks with his Romanian and Turkish counterparts on tightening Black Sea maritime surveillance. Neither Romania nor Bulgaria has directly accused Russia, a sign of how carefully both NATO members are managing the escalation risk.

The pattern traces back to the summer. Ukraine’s navy began striking Russian-flagged and third-country vessels it says are moving stolen Ukrainian grain or supporting the Russian war effort, hitting over a hundred vessels within the first two weeks of a deep-strike campaign that began in early July. Russia has since retaliated against Ukraine’s own Black Sea ports and, increasingly, against ships and routes near Romania and Bulgaria that connect to Ukraine’s Danube export corridor, one of the few channels still moving Ukrainian grain since its main Black Sea corridor was effectively shut down earlier this year.

Exports from both sides are collapsing

The toll on trade is now visible in the trade data. Multiple market analysts, including Russia-based SovEcon, had forecast in late August that Russian wheat exports for September would come in at roughly half of the prior year’s level; actual shipments appear to have fallen even further, with Ukrainian monitoring groups estimating Russian wheat exports down by roughly three-quarters year on year and Ukraine’s own wheat exports down by close to half. Chicago, Kansas City and Minneapolis wheat futures have all been climbing through early and mid-October, with traders citing both the shipping disruption and a slower-than-usual US winter wheat planting pace.

The United Nations and Türkiye have been trying to broker a new Black Sea shipping arrangement, though officials involved note that the 2022 Black Sea Grain Initiative, also brokered by Ankara, collapsed within a year of being signed. For now, no replacement framework is in place, and both combatants appear willing to extend the campaign to new targets.
