US Farm Bill Lapses Again, Pausing Conservation Program Enrollment

05 October 2026, Washington, D.C.: The United States’ Farm Bill expired for the latest time on September 30, 2026, after Congress failed to agree on a new long-term agriculture policy law despite years of negotiation and three previous short-term extensions of the 2018 legislation. The lapse has already produced a concrete, immediate effect: the US Department of Agriculture’s Farm Service Agency has paused approval of new Conservation Reserve Program contracts, stating it has “no statutory authority to approve contracts after Sept. 30” until Congress acts.

The core safety-net programs farmers rely on most heavily, crop insurance and the Supplemental Nutrition Assistance Program, continue uninterrupted because they operate under permanent or separately funded legal authority. But a wide band of other programs now sit in legal limbo. Conservation initiatives beyond CRP, agricultural research funding streams, rural development programs, trade promotion programs and energy-related farm programs all face funding uncertainty. Three smaller programs, the Biobased Markets Program, the Biorefinery Assistance Program and the Rural Economic Development Program, received no new funding authorization at all under the lapse, according to agricultural policy outlet Farm Policy News, which reported the expiration on October 2. Commodity price support and dairy programs are not yet affected but are set to expire formally on December 31, 2026, giving lawmakers a fresh, harder deadline before the end of the year.

Congress Still Negotiating, No Clear Timeline

The House of Representatives passed its version of a new Farm Bill earlier in 2026, and the Senate Agriculture Committee advanced its own version in September, but the two chambers have not reconciled their bills into a final law. Senate Agriculture Committee Chairman John Boozman, an Arkansas Republican, has indicated the committee will continue negotiating, saying lawmakers would be “talking with members of our committee and conferencing this thing,” with substantive discussion expected to continue through the upcoming congressional election recess and into early November. The American Farm Bureau Federation’s director of government affairs, Brian Glenn, said the organization backs the broad direction of Boozman’s committee bill, underscoring that farm groups want a comprehensive bill passed rather than another short-term patch.

    Farmer frustration with the repeated extensions is becoming more pointed. Aaron Lehman, president of the Iowa Farmers Union, said that “not having a comprehensive Farm Bill eight years after the last one was passed is extremely frustrating,” a comment that reflects a broader sentiment among US farm groups that the political process has failed to deliver updated policy even as farm economics, input costs and climate risk have shifted substantially since 2018.

    The US Farm Bill is not simply domestic legislation. It sets the framework for US commodity support, crop insurance subsidy levels, and conservation payments that influence how much land American farmers plant to which crops, decisions that ripple through global grain, oilseed and cotton markets given the scale of US production and exports. A prolonged lapse that eventually touches commodity support programs, if Congress cannot act before the December 31 deadline, could introduce new uncertainty into US planting decisions for the next crop year, with knock-on effects for global supply and price expectations in corn, soybeans, wheat and cotton.

    The pause in new CRP enrollment is also notable for global sustainability and carbon-market conversations, since CRP is one of the world’s largest land conservation programs, taking cropland out of production in exchange for payments that support soil health, water quality and wildlife habitat. A sustained freeze on new enrollment could affect US conservation acreage trends that are watched by environmental groups and agricultural economists tracking land-use change.
