The European Commission has published its Action Plan for the resilience, strategic autonomy and sustainability of the EU protein system, alongside a separate EU Livestock Strategy. The Plan sets a target to raise the share of EU-produced protein used in animal feed from 25% to 35% by 2035, according to the Commission. It contains no equivalent binding target for protein grown for direct human consumption.
ProVeg International, which welcomed the Plan overall, said the measures addressing food protein, including taxation, public procurement and promotion, are framed as options for member states to consider rather than commitments at EU level. The organization cited a slightly different current baseline of 25.8% for EU-produced feed protein, a figure that should be checked against the Commission’s own materials before further reporting, given the discrepancy with the 25% cited by the Commission itself.
A concrete number for feed, none for food
“The ambition on feed is concrete and measurable; the same firmness does not yet match the ambition on food,” said Lucia Hortelano, EU Senior Policy Manager at ProVeg International.
The Plan does include provisions relevant to plant protein producers, among them recognition of carbon and nature credit incentives for legume-based systems, potential use of lower VAT rates for plant proteins, stronger promotion of pulses through schools, and recognition that locally produced pulses align with the Commission’s announced “best value” public procurement approach. It also references the Danish Action Plan on Plant-Based Foods as a model other member states could follow, though no equivalent plan has been proposed at EU level.

Hortelano stated, “Europe has clearly recognized that protein resilience matters. This Plan contains several encouraging measures, including stronger support for protein crops, improvements to public procurement, investment in value chains and greater recognition of plant-based foods as part of Europe’s future protein landscape.”
Separately, Commissioner for Agriculture and Food Christophe Hansen described the feed target during a press briefing as “35 by 35,” referring to the goal of raising homegrown protein’s share in animal feed to 35% by 2035.
What decides the outcome
As a non-legislative Communication, the Protein Action Plan will be carried forward through several upcoming policy processes, including post-2027 Common Agricultural Policy negotiations, the CMO proposal on reserved meat terms currently before co-legislators, an announced strengthening of public procurement rules, the Biotech Act II, and national protein plans. We previously reported on industry concerns over the reserved-terms proposal, one of the files ProVeg says will determine whether the Plan’s food-side ambitions catch up with its feed-side target.
“This is the beginning rather than the end of the conversation. We look forward to working with EU institutions, member states and industry to ensure that Europe’s protein future is diverse, resilient and competitive,” Hortelano said.
