UK Regulators Place Cultivated Meat in Near-Term Priority Tier of New Food Innovation Roadmap

The UK’s Food Standards Agency (FSA) and Food Standards Scotland (FSS) have published Top Emerging UK Food Innovations: 2025-2035, a policy paper that sorts nine food technologies into three time horizons and sets out the regulatory groundwork each will require. Cellular agriculture, precision fermentation and mycoprotein all land in the nearest tier, covering the next five years.

Cultivated foods grouped with fermentation in near-term tier

Precision fermentation is described as already commercially established, building on decades of safe use in enzymes and preservatives and now expanding into animal-free dairy proteins and similar functional ingredients. Most precision-fermented ingredients still require pre-market authorization in Great Britain, with the FSA and FSS offering pre-submission advice through their Innovative Food Guidance Hub and a dedicated business support service.

Mycoprotein, as an established ingredient in the UK meat-alternatives market, is placed in the same horizon, with the agencies pointing to existing industrial capacity and new production lines. Most mycoprotein products fall under general food law rather than novel food rules, though some do go through novel food assessment.

Cultivated foods are also assigned to the zero-to-five-year horizon, though the paper notes lower market readiness due to consumer skepticism and scaling challenges. The FSA and FSS have already piloted a regulatory sandbox for the category and published dedicated guidance, with most applications expected to proceed through the novel foods process.

The agencies frame commercialization as dependent on robust safety evidence, production economics and public acceptance, an assessment that echoes findings from the FSA’s Cell-Cultivated Products Sandbox, now in its second year with eight participating companies including Mosa Meat, Gourmey and Hoxton Farms.

Longer-term technologies

Molecular farming and gas fermentation, which converts CO2 and other industrial gases into single-cell proteins, fall into the five-to-ten-year horizon. 3D food printing, reverse food manufacturing and computer-generated new-to-nature proteins are listed as early-stage areas for the decade-plus horizon.

The paper sits within the UK government’s National Vision for Engineering Biology, which allocates roughly £2 billion over ten years to the bioeconomy. Of that, £1.6 million funds the Cell-Cultivated Products Sandbox and £1.4 million supports the FSA and FSS innovation hub. The agencies state the paper does not assess commercial viability of individual technologies, but is intended to direct regulatory resources toward the areas needing them most urgently.
