Japan Sets ¥9.7T Food Tech Investment Outlook Through 2040

Japan has set out a draft public-private investment roadmap that allocates ¥9.7 trillion, approximately $60 billion, to four food tech areas through fiscal year 2040, as part of a wider industrial plan covering 17 strategic sectors.

The draft was presented on June 24 at a joint meeting of the Japan Growth Strategy Council and the Council on Economic and Fiscal Policy. Across all 17 sectors, the government expects more than ¥370 trillion in cumulative public-private investment by fiscal year 2040. The food tech allocation covers indoor farming, land-based aquaculture, food machinery and new foods.

According to the government’s investment table, indoor farming accounts for the largest portion at ¥4.6 trillion, followed by land-based aquaculture at ¥2.9 trillion, food machinery at ¥1.2 trillion and new foods at ¥1 trillion. The figures are current estimates and remain subject to further refinement during budget and policy discussions.

New foods and controlled production

The roadmap defines new foods as non-animal-derived protein foods and functional or nutritional foods. Cultivated meat is not listed among the examples in the draft document, which instead refers to Japan’s strengths in fermentation, seasoning technologies, rice flour products and high-quality agricultural and marine ingredients.

The government’s plan for new foods focuses first on health- and sustainability-conscious markets in Europe and the United States through 2030, followed by expanded activity in Asia. It sets a 2040 sales target of ¥3 trillion across domestic and overseas markets.

For indoor farming, the roadmap calls for the sector to move beyond its current reliance on leafy vegetables and build a system that combines crops, production equipment, cultivation data and operational know-how. The government is targeting a 30% share of domestic and international markets by 2040.

Food machinery and export readiness

For food machinery, the plan focuses on export support, regulatory compliance, certifications and international standards. Freshness-preservation technology is identified as a way to extend transport time and distance for Japanese food and fresh produce, with a 2040 domestic and overseas sales target of ¥3 trillion.

At a June 26 press conference, Agriculture, Forestry and Fisheries Minister Norikazu Suzuki said the roadmap should not remain “a pie in the sky” and that support should be concentrated where it can be realized. “This is not only about technology, but also management ability, overseas orientation and human networks,” he said. “A multifaceted evaluation is essential.”
